The Plenum notes that over the past two and a half years the Soviet chess organization has achieved positive results in the development of the mass chess, improving skills of the leading players, in the sports calendar, the development of international sports and cultural cooperation. Currently in the Soviet chess organization, there are 45 GMS, 631 master of sports, over 25 thousands of candidates in master and sportsmen who have 1 category. Soviet chess player Anatoly Karpov became the winner of the candidate competition and received the right to participate in the match against the world champion. ... Promotion of chess in print, on radio and television is carried out more actively. Currently we have 8 periodicals with a total circulation of 230 copies. However, the Plenum of the Chess Federation of the USSR believes that in the Presidium there are still serious shortcomings and unsolved issues. In 1972 Boris Spassky gave the crown of world champion R. Fischer. To some extent this was a result of insufficient control of the presidency and the weak training of the world champion. » PK6
